Fortunately the situation in the UK has not (yet) decended to the level
where a legitimate private individual cannot obtain reagents for home
experimentation. The two areas that may raise alarms would be if you
tried to get so called precursor reagents which could be used for
making explosives or drugs. Even then there is no law in the UK that
prevents you owning even the most suspicious chemicals providing you
can prove you are using them for legitimate reasons. (I Have recently
spoken to SO13 about this very issue).
The scaremongering on this thread is as deprerssing as it is
inaccurate.

Right on, dude, Mn2+ from KMnO4 solution was widely used (even
in children's summer camps) as an obligatory mouthwash/disinfectant.
KMnO4 (and its reduced Mn2+) was routinely used by Whiteys in
tropical countries as a disinfectant-wash for vegetables and fruits.
It must be kept in mind that the paranoia was started by the green
