Does anyone know if there is a book with the Lienard and Wiechert
papers on the potentials of a moving charge in it?

I've discovered that our library had this one, so I've scanned it
and put it here:

Liénard gets the potentials and fields in 4 pages, but I've included
the rest (24 pages in all) as it also seems historically interesting
(Larmor's formula, self-energy of a charge, motion exceeding the speed
of light.)
I'm afraid the scan is pretty pale, although I've set the darkness as high
as possible -- the fonts used in France at the end of the 19-th century
were very thin...

He derives the Lienard-Wiechart fields starting on page 22 using what
appears to be a Fourier transform method which I've never seen done in
modern textbooks.
