Yes, they are counting GAMMA RAYS EMITTED AND ABSORBED. These are not
"ticks of a clock" in any possible interpretation. But the rates
involved (and associated clocks) are not the measurement; the
gravitational redshift measurement is made by measuring the velocity of
the source at the minimum of detection rate.
