Report claims blacks, young 'suppressed'

WASHINGTON - Blacks and young voters in Ohio faced widespread voter
suppression - mostly because of long lines and improper identification
checks - during last year's presidential election, a new report released
Wednesday by the Democratic Party said.
Democratic National Committee Chairman Howard Dean said that while it's
unclear whether the suppression was intentional or whether it influenced
the election results, the party's five-month, $250,000 investigation
showed that 28 percent of Ohio voters - and twice as many black voters -
reported facing challenges on Election Day.
"You have a particular ethnic group that has to wait three times as long
as other voters, then clearly there is something going on that is aimed at
particular precincts," Dean said at a news conference in Washington. "This
is really a serious problem."
Carlo LoParo, a spokesman for Ohio Secretary of State Ken Blackwell,
said: "This report belongs in history's trash bin right next to Howard
Dean's failed tenure as DNC chair. Dean is a national disgrace."
The DNC report - which includes analysis of Ohio voting data and a
statewide survey of about 1,200 Ohioans who went to the polls with the
intention of voting - found that blacks waited an average of 52 minutes to
vote while white voters waited about 18 minutes. It also found that 37
percent of Ohio voters reported being asked for identification.
Ohio law requires only new voters to produce identification, and new
registrants accounted for 7 percent of all voters. Blacks and voters under
30 were asked for ID's at higher rates than other voters, the study found.
"The study reveals a profound lack of confidence in the democratic process
in Ohio, divided sharply along racial lines," said Donna Brazile, a
campaign strategist for former presidential candidate Al Gore in 2000 and
chairwoman of the Voting Rights Institute. Brazile led the team that
produced the report for the DNC.
Republican Party Chairman Ken Mehlman immediately denounced the report as
"pure political fiction," accusing the Democrats of misleading voters
about the day of the election, using crack cocaine to pay workers to
submit fraudulent voter forms, and falsely registering people named "Marry
Poppins, ***** Tracy and Michael Jordan."
"Republicans will continue to register and inspire new voters, make it
easier for everyone to vote at the polls and protect everyone's franchise
from being canceled out by illegal or fraudulent registration," Mehlman
said.
Brian Walsh, a spokesman for Ohio Rep. Bob Ney, who chairs the committee
charged with overseeing election bills, said testimony the House
Administration Committee has received from Ohio elections officials, which
are bipartisan, contradicts the report's findings that lines were longer
for black voters.
Dean called on Republicans to work with Democrats to fix the election
process.
"This is a carefully researched report, and blather and hot air is not
going to undermine it," he said. "We call on Republicans to do something
right for America instead of just being concerned about the Republican
Party."
The committee surveyed 1,201 people who voted or intended to vote. It was
conducted Jan. 30 to Feb. 2. The committee did not report a margin of
error. Precinct data also was compiled from voter registration, turnout,
election results, absentee ballots and provisional ballots cast, and the
number of voting machines and poll workers in each precinct, the committee
said.
Census data released last month showed that 586,000 blacks in Ohio, or 66
percent of eligible black voters, cast ballots Nov. 2. Four years earlier,
500,000, or 54 percent, of eligible black voters cast ballots. Nationally,
60 percent of black voters went to the polls.
Ohio's 20 electoral votes were critical to President Bush's victory over
Sen. John Kerry, D-Mass. A recount showed that Bush won Ohio by about
119,000 votes. But complaints of long lines - eight hours in some places -
and confusion over provisional ballots led to allegations of widespread
voting irregularities and fraud.
Kerry said in a statement that the report shows that the country has
"serious work to do."
"We must insist on reform at every level to stop voter suppression,
strengthen voting rights and secure funding for election officials to
purchase reliable and verifiable voting machines so that the discrepancies
the voting rights team found in Ohio do not occur again," he said.
The report offered 23 recommendations for improving elections, including
uniform standards for the distribution of voting machines, better training
for poll workers, allowing people to vote absentee for any reason, and
banning election officials from working on campaigns they oversee, which
Dean said gives the last election the "appearance of impropriety."
"Voting should be as easy as walking. Voting should not be a tough
process," said Rep. Stephanie Tubbs Jones, D-Ohio, who has proposed a bill
to install additional election reforms.
Congress made some changes to the way elections are handled in a bill that
became law after the disputed Florida election results of 2000. The Help
America Vote Act distributed money to state election offices while
requiring them to update voter rolls and replace old voting machines.
