Why should they spend all sorts of money taking care of a federal problem? How
many INS agents are there in LA and SF? If a local cop arrests somebody who
doesn't have the right papers, do you realize the horrible paperwork and
processing it takes to hand them over to the Feds?

It probably doesn't help that California has offered them free health
care, education and drivers' licenses.
It's sad that a state can invite criminals into their locales and then
