Cheney violated the cardinal bird shooting safety rules
1) The shooter is responsible for knowing where other members of the
hunting party are
2) A bird hunter never shoots parallel to the ground in line with
fellow shooters' and bird dogs and their handlers
Bird dogs warn the shooter of a covey of quail when they hit their scent
that gives the hunter time to locate fellow hunters' - were they hunting
with bird dogs?
Was he shooting farm raised quail that were just released for his
killing pleasure?

either.
