does know how to win the political war at home over Iraq.

All it takes is a simple message: A withdrawal date is a surrender
date. If you tie war funding to a timetable for withdrawal, you betray
the men and women who are fighting terrorism.
In Congress, it works like an evil charm.
The president delivered last week on his promise to veto a funding
bill that set a pullout timeline. Democrats lacked the votes to
override the veto. Now, they are talking about a new bill that might
contain as yet undefined benchmarks for progress instead of specific
timelines for withdrawal -- or perhaps no strings at all.
