closed doors debated prolonging California's budget crisis for
political gain.
Members of the coalition of liberal Democrats talked about slowing
progress on the budget as a means of increasing pressure on
Republicans.
A microphone had been left on during the closed meeting Monday, and
the conversation was transmitted to about 500 "squawk boxes" that
enable staff members, lobbyists and reporters to listen in on
legislative meetings.
Some members of the group, including Assemblywoman Jackie Goldberg,
said if the budget crisis were extended, it could improve chances for
a ballot initiative that would make it easier for the Democrats to
raise taxes by lowering the threshold for passage from two-thirds to
55 percent.
"No one is running" for re-election, she said, according to a
transcript made by Republicans. "And maybe you end up better off than
you would have, and maybe you don't. But what you do is show people
that you can't get to this without a 55 percent vote."
Assembly Republican Leader Dave Cox said that he was disappointed that
Democrats would consider using the budget crisis to their political
advantage.
Goldberg said her comments were part of a larger discussion about
whether it would be better to make deeper cuts this year to give
taxpayers a taste of how bad things would be without a tax increase.

closed doors debated prolonging California's budget crisis for
political gain.

Members of the coalition of liberal Democrats talked about slowing
progress on the budget as a means of increasing pressure on
Republicans.

A microphone had been left on during the closed meeting Monday, and
the conversation was transmitted to about 500 "squawk boxes" that
enable staff members, lobbyists and reporters to listen in on
legislative meetings.

Some members of the group, including Assemblywoman Jackie Goldberg,
said if the budget crisis were extended, it could improve chances for
a ballot initiative that would make it easier for the Democrats to
raise taxes by lowering the threshold for passage from two-thirds to
55 percent.

"No one is running" for re-election, she said, according to a
transcript made by Republicans. "And maybe you end up better off than
you would have, and maybe you don't. But what you do is show people
that you can't get to this without a 55 percent vote."

Assembly Republican Leader Dave Cox said that he was disappointed that
Democrats would consider using the budget crisis to their political
advantage.

Goldberg said her comments were part of a larger discussion about
whether it would be better to make deeper cuts this year to give
taxpayers a taste of how bad things would be without a tax increase.

"It meant whether or not we do the things this year or next year that
let the public understand how serious the situation is," Goldberg
said.

This is a blatant lie. Please provide evidence that the construction of
even a single power plant was blocked by environmentalists. The truth is
that California's installed power plant capacity increased by 9% between
1990 and 2000.
The reason that power plant construction slowed in California was a flawed
energy deregulation plan passed during Republican Pete Wilson's term. This
plan prevented companies which sold energy to the public from owning power
plants. The details of this flawed plan were known well in advance of its
eventual passage, so all of the energy companies in the state were reluctant
to build new plants since they would eventually have to sell them.

According to the California Energy Commission, average retail sales
growth from 1990 to 1999 was only 1.1 percent per year, half the
national average, and half of California 's GDP growth. The state's
world-class energy efficiency programs and stringent efficiency
standards for buildings and appliances helped to slow demand growth,
especially in the first part of the 1990s, saving over 10,000
megawatts (one-fifth of California's peak demand), and 470.6 billion
kilowatt-hours of power. This is equivalent to two years of power
demand growth for the state as a whole. Utility-sponsored energy
efficiency programs were cut by 56 percent in 1995,3 as California
began its deregulation process, setting the stage for higher growth
in power demand, which rose to 3.5 percent from 1999-2000. According
to the California Energy Commission, we could have saved 1100 MW of
demand if we had kept funding efficiency programs at 1994 levels.
Demand growth in the Western region - outside of California - has
been soaring, especially in states that do little to promote energy
efficiency.
* "Huge electricity demand growth from the internet."
Claims that the internet is now using 8-13 percent of the nation 's
power, soon to be 50 percent are false. It is actually two percent
or less, with slow or no growth, and probably resulting in a net
saving for energy use as a whole.5
* "Environmental regulations have prevented power plant construction
and limited operation."
The shift away from long-term planning, uncertainty brought about
by deregulation, and rates that ensured stranded cost recovery-rather
than the state's environmental rules-chilled large-scale power plant
construction in the state for several years. However, many smaller
power plants were built in the 1990s. New power plants use
state-of-the-art air pollution controls and can be - and are being -
sited in states like California with strict air regulations. One
plant operator told the LA Times, "Air quality regulations ... are
not causing us to withhold power."
* "California built no power plants in the 1990s."
While it has a long power plant permitting process, California has
nonetheless added 4010 MW between 1990 and 2000 - about nine percent
of the state's total installed power plant capacity and almost as
much as the state 's nuclear capacity. Three of the new plants were
over 250 MW, but most were relatively small-scale, non-utility
generation resources, with an average unit size of 21 MW. Since
April 1999, 6300 MW of new plants have been approved by regulators
with another 7000 MW in the pipeline. Five of these, producing
2183 MW, will be online by September 2001.8
* "Desperate fuel shortage" (White House, December 21, 2001).
President Bush has argued that we must drill for oil in the Alaska
National Wildlife Refuge to alleviate California's "desperate fuel
shortage." Yet oil is used to generate only 0.02 percent of
California 's electricity, and about 3 percent of U.S. electricity.
Drilling for more oil won't solve California's power supply crisis.
In fact, in 1999, solar power alone produced 15 times more
electricity than oil in California, and does so with none of the
fuel-price volatility experienced by fossil fuels.
