Amy Gile, a state Child Protective Services supervisor who had a
romantic relationship with a Tucson man who was abusing his three
children, is on paid administrative leave from her job in Tucson.
CPS spokeswoman Liz Barker Alvarez on Thursday confirmed that Gile is on
leave.
"State personnel law does not allow me to provide any additional
details," she said.
Gile most recently worked at the state Department of Economic Security
office at 1075 E. Fort Lowell Road.
She could not be reached for comment Thursday. She had no listed
telephone number.
Barker Alvarez said earlier that CPS workers are not forbidden from
having romantic relationships with former clients as long as the
involvement starts a year after the professional relationship with the
client ended.
Gile's involvement with a man whose child abuse case she supervised in
2000 for nearly two years was revealed in a CPS report given anonymously
to the Tucson Citizen and other media.
In the report, new allegations of beatings by the man were reported to
police by a teacher of one of the children.
Gile was interviewed by police and did not tell them she was a CPS
supervisor, the report said. She told an investigator she did not see
the man beat the children and called them liars, according to the report.
The children's injuries - welts from a belt and facial bruises from a
punch - were documented with photographed by police.
After news reports of Gile's romance with the man were published, DES
Director Tracy L. Wareing announced a review of the agency's personnel
policies.
The man is not being identified to protect the identity of the children.

The next story on this better be that this piece of garbage was
fired. This is absolutely ridiculous! I must be missing something. The
kids injuries were documented by photos taken by the police. Ms. Giles
called the children liars. WHY IS THIS TRASH STILL ON THE PAYROLL. One
more thing, what is this stupid rule that they are not forbidden to have
a relationship with former clients as long as they start a year after
the professional. Are you joking? How about this? If you ever think of
dating a human who beat their children you should hand in your resignation.
Tracy, you don't need to review the policies, you need to start
over. Pull your head out of your A@#!

This petitioner and other parents such as Robin Scoins have
contacted Arizona Office of The Governor, Arizona House and Senate
Members, and other public officials who have the ability to make changes
to inadequate or dangerous policy. They are all aware there is a problem
with their own child protection and related policies regarding the
constitutional right of familial association and the Duty of Care owed
to our children.
Instead of positive changes to policies or even investigation into
violations, policies were changed to further deny the Constitutional
Right to due process and to strengthen policies that violate
Constitutional rights in CPS cases. Bill SB1430, initiated by Senator
Johnson would have strengthened due process protections CPS cases
(Arizona State Senate Committee on Family Services Minutes, Feb. 13,
2006). In June 2006 it was voted down due to Napolitano’s threat of
veto. Napolitano has at the same time publicly stated that caseworkers
are to “err on the side of the child” creating state policy (ADES) that
violates due process to families afforded by the Constitution and
federal law.
"It seems like a lot of trouble for something that's going to get
vetoed." Rep. Pete Hershberger, R-Tucson, said before the bill died on
the House floor. The excuse was that “most all jury trials resulted in
TPR anyway”. This statement illustrates by admission the lack of
procedural and substantive due process in Arizona juvenile courts,
demonstrating the need for reform policies that implement protections of
the United States Constitution, Arizona Constitution, and Federal
Statutory law. AZ State Representative Laura Knaperek, as well as child
advocacy expert Richard Wexler, spoke out strongly condemning Governor
Napolitano’s policy saying it will deeply hurt Arizona’s families, and
it has.
“State statutes and regulations cannot be construed to displace the
protections of the United States Constitution, even when the state acts
to protect the welfare of children.” Cf. Lorillard Tobacco Co v. Reilly
533 U.S. 525, 540-41, 121 S.Ct. 2404, 2414 (2001)

information, since only the true perpetrators of abuse have privy to
that information. So far we have Giles and Ken Diebert and who else?

Imagine that, 6.4 children die at the hands of the very agencies that

citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
