BERLIN — European Environment Commissioner Stavros Dimas has slated
German plans to build at least 26 new power stations fired with
low-energy, high-polluting brown coal, in an interview published in
yesterday’s edition of Germany’s mass-circulation Bild.
“Brown coal is the least favourable choice when it comes to greenhouse
gases,” Dimas said.
Brown coal, also known as lignite, produces less energy and more
carbon dioxide a ton than do hard coals such as anthracite
”Those still building new coal-fired power stations must be aware that
this policy could be expensive for all of us in the long term,” Dimas
was quoted as saying.
The commissioner was speaking following the publication in Bangkok on
Friday of a report by the United Nations Intergovernmental Panel on
Climate Change (IPCC).
The report said the target of containing global temperature rises to
an average 2°C in the long term was achievable but required rapid
action to reduce the emission of greenhouse gases.
Dimas noted that the European Union, under Germany’s presidency, had
earlier this year committed it to cutting carbon dioxide emissions 20%
from 1990 levels by 2020.
Germany plans to build the power stations, making use of its large

Only thing they need are sodium hydroxide scrubbers on the stacks. Put
them there and they have good old fashoined carbonate sludge along with some
sulfates from any sulfur in the lignite. Of course the acidic oxides of
nitrogen are gone as well. If any group can do this it is the Germans.

This is incorrect about nuclear power. The raw fuel is almost literally
dirt cheap, uranium being an abundant element easily extracxted from
the ore. Much like coal, though it is a mining and extraction process
unlike petroleum and gas. However (there is always a however) uranium is
dangerous stuff so you have to buiod very expensive reactors that won't
melt down or blow up and will contain any damage if the worst happens.
That's where the cost comes in. The technology is no longer new.
Virtually all capital; ships in the navy are nuclear powered and there
has not been a serious nuclear incident yet -- that we know of. The
French are humming along happily with dozens of nuclear plants. Also,
nuclear plants have very low efficiencies. The heat sourse is relatively
low temperature and the steam produced is saturated fairly low pressure.
You transfer heat from the reactor to the sealked water system which in
turn creates steam that runs the turbines. Nuclear plants kill rivers
because of their waste heat. And then there is the spent fuel problem...
The most efficient plants are fossil fueled super-critical ones that
extract better than 90% of the energy in the heat source while sperwing
out zillions of tons of carbon dioxide, ash and other things that are
not good for children and green growing things.
The reason for the present renewed interest in nuclear is because after
having diverged widely the cost of fossil and nuclear are converging.
