BOYE, Mexico -- Clementina Arellano grew up with her six brothers in a
shack in this dusty Mexican hamlet. Now 42, she's raising her sons in a
spacious, 10-room mansion with Roman-style pillars at the doorway and a
garden full of flowers and singing birds.
How did she transform her fortunes so dramatically? By waiting tables
and sweating in a furniture factory for about 10 years in Hickory,
N.C.,
and sending home up to $500 a month.

Does the article mention that the reason Mexicans like Clementina
Arellano were able to save money and send it to Mexico is because they
get free medical care and benefits like WIC, food stamps, prenatal
care, subsidized housing and free vaccinations in the U.S.?
The cost of sending that money to Mexico so that women like Arellano
can live in a mansion is socialized in the United States in the forms
of higher health insurance costs, higher automobile insurance rates,
and higher taxes for American citizens, as well as closed ER's and
hospitals. The Government should track remittances sent to Mexico by
Mexicans and ensure that they are barred from receiving government
subsidized medical care if they have enough money to wire off to
their family in Mexico.
It is unfair to force hospitals and community clinics to eat the cost
of treating Mexicans for free if they are wiring money to Mexico. The
net effect is like looting the pharmacies at hospitals, as happened in
New Orleans after Katrina, forcing them to close and fly babies to
hospitals in other states.
