Democrats Beat Back Efforts to Restore Bush’s Defense Priorities
The battle between future and current needs of the U.S. military
highlighted debate today as the House Armed Services Committee began a
marathon markup of the fiscal 2008 defense authorization bill.
President Bush requested $647.2 billion including $483.3 billion for
the Pentagon’s regular activities, $141.7 billion to fight the wars in
Iraq and Afghanistan, and $22.5 billion for the Energy Department’s
nuclear weapons activities for national defense.
Democrats drafting the bill (HR 1585) shifted millions of dollars from
big-ticket future weapons systems to more immediate readiness,
training and equipment for troops serving in Iraq and Afghanistan or
facing deployment to the war zone in the near future.
“This mark today is about readiness first,” said Chairman Ike Skelton,
D-Mo.
The bill would add $1 billion in strategic readiness funds, $1 billion
in National Guard and Reserve equipment, and $250 million for training
above the president’s request, he said.
Republicans tried unsuccessfully to undo the shifts and restore
funding for weapons procurement programs that saw cuts in subcommittee
markups last week.
