This a transcript of an interview that an unnamed architect of the
Yugoslavia War to journalist.
JOURNALIST: Why did NATO attack Yugoslavia?
US ARCHITECT: Because Yugoslavia refused to sign the Rambouillet.
Accord/Ultimatum 9 Wednesday April 28, 1999 ) which the US State
Department issued.
JOURNALIST: Was there anything objectionable in it why the Yugoslavs
refused to sign it?
US ARCHITECT: No. Nothing at all. It was a very innocent and most
reasonable little agreement. It just mandated NATO presence in the
little part of Yugoslavia called Kosovo and nothing else.
JOURNALIST: How about the rest of Yugoslavia? Didn't the Yugoslavs
complain that if they signed this accord, they would give NATO soldiers
the right to travel anywhere in Yugoslavia itself, to rape any girl
they wanted, to occupy any Yugoslav city they wanted, to murder any
Yugoslav old woman they wanted, to rob any bank they wanted and in
general to commit any crimes there? Not Kosovo but the rest of
Yugoslavia!
US ARCHITECT: Well, this Accord gave the American citizens and soldiers
the rights to behave exactly the way we expect them to behave in ANY
OTHER COUNTRY IN THE WORLD.
JOURNALIST: Did this Accord give the right to any American to KILL ANY
CIVIANS HE PLEASES, to RAPE ANY YUGOSLAV WOMAN he pleases, to ROB
BANKS, and to STEAL from Yugoslav civilians any property they please
ANYWHERE in Yugoslavia (FRY), if they wanted to?
US ARCHITECT: Yes. Here what the Rambouillet. Accord says:
"7. NATO personnel shall be immune from any form of arrest,
investigation, or detention by the authorities in the FRY."
"6. (a) NATO shall be immune from all legal process, whether civil,
administrative, or criminal.
(b) NATO personnel, under all circumstances and at all times, shall be
immune from the Parties' jurisdiction in respect of any civil,
administrative, criminal, or disciplinary offenses which may be
committed by them in the FRY."
US ARCHITECT: But that's the rights that we expect all other
countries to accord to American soldiers and citizens. Remember - we,
Americans, are the beacons of Democracy and Freedom and want to spread
it all over the World. One of such basic freedoms is the freedom for US
soldiers to rape girls and murder women and children.
JOURNALIST: Didn't the Accord give NATO the right to conduct any
military operations or wars on the territory of all of Yugoslavia (not
just Kosovo), including any operations to impose USA-controlled rule
over all of Yugoslavia, it NATO pleased?
US ARCHITECT: Yes. Here what the Rambouillet. Accord says:
"8. NATO personnel shall enjoy, together with their vehicles, vessels,
aircraft, and equipment, free and unrestricted passage and unimpeded
access throughout the FRY including associated airspace and territorial
waters. This shall include, but not be limited to, the right of
bivouac, maneuver, billet, and utilization of any areas or facilities
as required for support, training, and operations."
"10. The authorities in the FRY shall facilitate, on a priority basis
and with all appropriate means, all movement of personnel, vehicles,
vessels, aircraft, equipment, or supplies, through or in the airspace,
ports, airports, or roads used. "
"17. NATO and NATO personnel shall be immune from claims of any sort
which arise out of activities in pursuance of the operation; however,
NATO will entertain claims on an ex gratia basis. (means 'by favour';
without any legal obligation.)"
JOURNALIST: Didn't the Accord give NATO the right to control all
Yugoslav radio and TV, if they wanted to?
US ARCHITECT: Yes:
"15. The Parties shall, upon simple request, grant all
telecommunications services, including broadcast services, needed for
the operation, as determined by NATO. This shall include the right to
utilize such means and services as required to assure full ability to
communicate, and the right to use all of the electro-magnetic spectrum
for this purpose, free of cost. "
JOURNALIST: If a US soldier wanted to engage in the international drug
trafficking to/from Yugoslavia, would the Accord give him such right,
if he wanted to?
US ARCHITECT: Yes:
"9. NATO shall be exempt from ... inspections and custom regulations
including providing inventories or other routine customs documentation,
for personnel,... equipment, supplies, and provisions entering,
exiting, or transiting the territory of the FRY
3. The Parties recognize the need for expeditious departure and entry
procedures for NATO personnel. Such personnel shall be exempt from
passport and visa regulations and the registration requirements
applicable to aliens."
US ARCHITECT: And the Yugoslavs didn't want to sign this benign,
reasonable and innocent document. Imagine that! I am glad we carpet
bombed their civilians in retaliation for their refusal to sign. As I
said, we Americans and NATO bring peace, sovereignty, freedoms and
democracy to every country that we choose to invade/attack.
