(and all those lovely, uninhabited beaches). This shortens the border

quite a bit. Then we build a razor fence on the remaining border and

deport

Mexicans who speak English would be allowed to stay. We then annex

Canada

and cut Quebec loose so you no longer have to deal with all that

bilingual

Unless you wanted to copy Pat Robertson's idea of building a
massive wall -- which last I looked went over as well as
the proverbial lead balloon -- I don't see a nice method of
controlling our southern borders.

Of course, were we to build a wall, let's do it properly.
The wall might be done in three parts. The outer parts
would be done up in concertina wire, and be finished off
in such a fashion as to forestall climbing over it (I
don't know the masonry details.) The wall would be sunk
to bedrock to forestall casual tunnelling. Spikes in
the inner part of the wall, readily visible from the
ground, would forestall jumping down from the concertina
wire, assuming one can actually cut through that somehow.
These spikes would be designed mainly to maim, not kill,
but would have to be able to penetrate through boot leather.

The midpart of the wall would be a relatively open area,
but would contain a lethal electric fence. Warnings would
be posted every few hundred feet in both Spanish and
English, on both sides. The wall would be powered by
several nuclear power supplies on the northern side of the
border, as well as being tied into the general power grid.
Warnings would also be posted on the outer walls, as well.
A grounding area would surround the fence; I'm not sure
if this would be metallic or simply a conductive plastic
that can withstand the hot sun and whatever rain or
other weather phenomena wander over the wall.

Gates would be placed where required; these gates would
be manned 24/7/365, and augmented with infrared snoopy
cameras and dog kennels. In the event of an incident,
the dogs would be let loose and viciously attack anyone
running north. Part bloodhound, part Rottweiler in general
demeanor, these dogs would be specially bred for this duty.
(It is not clear to me what breeds would be used; any dog
can smell reasonably well, AFAIK.) High guard towers would
also be built with sniper platforms. Hummvees would also
be available for the chase, being a nice general-purpose
vehicle for rough terrain.

Vehicular gates would also be available; these would
require high-impact barriers capable of surviving a fully
loaded semi-tractor-trailer smashing into them at 75 MPH.
These barriers would be quickly retractable and closable,
of course. Several of these would be needed, probably over
a span of several miles. In tne event of an incident the
inner ones would be closed to forestall the truck coming
through. (In practice this may be less of an issue than
I make it out to be, as the borders currently are always
fairly clogged.) The main wall would be reinforced as
well in this area to survive such an impact.

Airport bases would be needed every few miles or so; the
spotters in the guard towers should be able to see planes
flying over the wall. The spotters would be tied into the
air traffic control system; unauthorized air traffic would
be intercepted and, if necessary, forced or even shot down
using standard air-to-air missiles and front cannons.
In the future cruise missiles might be employed, if they
can overcome various technical obstacles in following a
weaving jet without endangering legitimate air traffic
in the general area.

Baja California boats and submarines are also a
possibility. This slightly wacky concept is a simple
one, somewhat a la Cuba; the Mexicans might go off the
western coast, travel a short distance, come up to the
California coast, and enter the country illegally, using
makeshift boats or scuba gear. Forestalling that would be
a perimeter breakwater over to the international waters
boundary, either 3 or 12 miles out (I forget which).
Just before the boundary, a gap would appear in the
breakwater, leading boats in -- and trapping them with a
gate vaguely similar to the ones used on the vehicular
gates, as a *second* breakwater would be built next to
the first one, forming a funnel channel. The illegals
would be taken in a patrol vehicle to a landgate, processed,
and deported; all gear would be confiscated.

The Eastern Mexico border has similar possibilities. I am
not sure what to recommend here, though; the breakwater
won't work as well here as the area of Texas and Mexico
forms a natural gulf (namely, the Gulf of Mexico); the
southern US shorelines would have to somehow be patrolled
by rocket-equipped helicopters, sniper boats, or both.
(It is not clear to me whether conventional air-to-ground
missiles would be used, specially-modified "net" missiles
casting a sticky net over the boat, or some sort of EMP
weapon, bollixing the boat's ignition, would be best here.)

Budgeting for computer enhancements for visa tracking,
together with mandatory tagging and identity cards for
everybody, citizens and immigrants alike, would be required
as well. (These identity cards would double as security
access; all businesses would be required to register their
security systems with the Government, in order to track
every employee.) Most immigrants, as I understand it,
simply register with the system, and vanish as far as
the US Government is concerned, overstaying their visas.
The illegals crossing the Rio Grande make for interesting
drama but are but a small part of the problem.

Vehicular tracking would also be required, and each
and every vehicle might be equipped with a "cellular
killer switch". This switch would be activatible by
a central computer command, killing the engine and
forcing the vehicle to come to a safe stop, sans power.
(Such a switch solves several problems.) Vehicles would be
required to respond to a periodically-sent tracking code;
vehicles without that code could still be stopped using
more traditional police methods such as spike strips.

All in all, I see a complicated, cumbersome, rather
integrated project, with some chance of working but it's
far from a given that this will solve all of our border
crossing problems. Nor does it appear constitutionally
permissible, and the strawman scenario I'm outlining
above sounds suspiciously like the Berlin wall, with one
relatively minor difference: the Berlin wall was designed
to keep citizenry in, not immigrants out. However, it's
a distinction that's easily lost, especially with the
inhabitant and vehicular tracking requirements.

And of course the Mexicans would scream bloody murder,
and justifiably so. :-) $37.6K/cap in the US versus
$9K/cap -- no contest.

Is this wall *really* all that good of an idea?
