Fact: While President Bush declared a "Marshall Plan for Afghanistan"
in April 2002, the nation has "received only a fraction of the $10.2
billion" that the World Bank said was necessary over the first five
years.

of Accomplishment for the American People."
The document made various inaccurate and deceptive claims about the
administration's record over the last year.
