"tilts" them in the direction of a 6.6 average? Since Michigan, which
includes Detroit, comes in at 6.1, I think we can determine pretty
safely that Alabama and Mississippi's murder rates are not driven by
the "tilt" of their urban regions. In fact, since nationwide urban
areas have an on-average higher murder rate than rural areas, I would
say this speaks pretty badly for the predominantly rural South, when
compared to the far more urbanized northeast.

While Louisiana's 9.9 rating certainly weighted the figures, New
Orlean's wouldn't have been a factor in the 8.2 rating of Alabama or
the 7.3 rating for Mississippi. Shoot, if it wasn't for the 5.0
rating of comparatively liberal states like Florida, the South's
stat's would be a lot worse than a 6.6 average.
That's the odd thing about statistics, they so often fly in the face
of rhetoric, whether on issues of violent crime or dependence on
federal spending.
