Bush's joking mood at the news conference turned grim when asked about
a March 2003 memo by Administration lawyers arguing that he was not
tied by US and international laws barring torture.
The memo became public this week while the Iraqi prison abuse scandal
that severely tarnished the US image was still fresh in many minds.
"I'm going to say it one more time," said Bush.
"In fact, maybe I can be more clear. The instructions went out to our
people to adhere to law."

G8 smiles hide gaping rift
Ostensibly, United States President George W. Bush got what he wanted:
a photogenic gathering of world leaders on his turf that, by making
him look the statesman, could help his tough battle for re-election
this November.
But the bonhomie on display at the Group of Eight (G8) summit in hot
and humid Georgia only covered so many cracks.
