"considered" during the debate instead of having to infer it by way of

I do understand the term in the sense you wish to apply it. I simply
don't believe that was the sense intended. Listening to Edwards last
night, there was an opprotunity to explain the remark your way, after
Cheney brought it up. This is what he said:

No where do I find either of them doing what you have done very simply,
i.e. stating that the word "global" has alternative meanings, and the
one intended was "considering or relating to all parts of a situation or
subject."
That they haven't done this relatively simple thing suggests that it
wasn't intended that way. And frankly I don't think they *can* take that
simple and rather elegant way out of it. Kerry has to do a delicate
dance that Bush simply doesn't have to, in that he has to appeal to both
sides of a supporter base that is divided over the issue. A large
percentage of his support comes from an anti-war crowd who *do* believe
in a global test in the sense that right wingers mean, and believe that
the invasion of Iraq was illegal because it was not approved by the UN.
I don't think there can be much doubt about this.
It's possible that those in charge of the Kerry/Edwards campaign simply
haven't thought of your interpretation, but I doubt it. I think they're
not saying that because they know they can't without alienating a large
portion of their base. It leads to the sort of verbal footwork we see
above, not all of it very adroit:
