Congress wants stricter control; Levin says it won't be a blank check

The Bush administration needs at least another $50 billion for Iraq
and Afghanistan, a top Defense Department official said Thursday.
But Republican and Democratic senators insisted that Congress exercise
much stricter oversight over any new money given for Iraq than it has
in the past because lawmakers are angry at reports that the
administration used defense funds in ways that Congress never
approved.
On Wednesday, President George W. Bush formally requested an initial
$25 billion for next year's military activities in Iraq and
Afghanistan.
Administration officials had earlier said they would seek no money
until next year because of questions about allied contributions and
the stability of Iraq.
On Thursday, Deputy Secretary of Defense Paul Wolfowitz told the
Senate Armed Services Committee that the administration will ask for
even more after New Year's, and "it will surely be much larger than
$25 billion."
He did not give an exact number.
As for how much more money will be needed to fight the war in Iraq,
the administration insists it is too early to estimate an annual cost,
but a recent report by the General Accounting Office, the
investigative arm of Congress, said it is likely to be at least $60
billion for fiscal 2005, which starts Oct. 1.
Since the terrorist attacks of Sept. 11, 2001, Congress has provided
$165 billion to the Pentagon for Iraq, Afghanistan and antiterrorism
efforts at home and abroad.
That amount excludes what Bush wants for next year.
Senators of both parties said they will give the administration all
the money it needs to fight the war, but they are unwilling to write a
"blank check," as Sen. Carl Levin, D-Mich., put it.
Lawmakers have been angered by reports that funds given in 2001 for
the war in Afghanistan were diverted instead to prepare for the Iraq
war without legislative approval, as Bob Woodward writes in his book,
"Plan of Attack."
Sen. John Warner, R-Va., chairman of the Senate Armed Services
Committee said:
"Since Sept. 11, 2001, Congress has provided this administration with
considerable sums of money and considerable flexibility in using that
money. That flexibility has led to problems."
In light of the objections, Wolfowitz said the administration will
rework its funding request so Congress can oversee how the money is
spent.
