Yes, it's an ethnicity. Latinos aren't necessarily Hispanics though.

all Puerto Ricans are US citizens.

When they say "The race", they mean Latinos. They might tell
you they mean indigenous people, but they don't, because they're
partly Spanish, which is a big part of the hypocrisy of all this. The
real full fledged natives in Mexico suffer a lot of racism, official

That may be but their ethnicity and culture are also the same. The
majority of Americans are non-hispanic. La Raza is a group for only
those who are hispanic culturally, nobody else.
