Impeach Bush

WASHINGTON -- George W. Bush has not only trampled on the U.S.
Constitution but he has wiped his shoes with it. Bush, unlike all of
his predecessors, has maliciously and egregiously violated his oath of
office and the laws of the United States.
For these high crimes, a Democrat-led House Judiciary Committee, under
the chairmanship of Michigan's John Conyers Jr., an experienced,
progressive lawmaker with 21 terms under his belt, has a duty to
swiftly initiate impeachment proceedings.
During our nation's three presidential impeachment hearings, two
resulted in Senate trials. Presidents Andrew Johnson and Bill Clinton
were impeached by the House and were tried by the Senate. Richard
Nixon, disgraced by the Watergate affair, resigned before the House
could vote on impeachment.
The impeachments of Johnson and Clinton resulted from members of the
House seeking petty political revenge against a sitting president.
Johnson was accused of dismissing congressionally confirmed officials
and undermining Congress. Clinton was charged with perjury and
obstruction of justice stemming from his sworn testimony in the Paula
Jones case. The Senate wisely rejected the 11 counts against Johnson
and the two charges against Clinton.
The House committee charged Nixon with subverting justice, abuse of
power and defiance of congressional subpoenas. He resigned before the
House could vote on the charges.
The cases against Johnson, Clinton and Nixon pale in comparison to the
serious constitutional violations of President Bush. For that reason,
Conyers and the House Judiciary Committee should bring two omnibus
articles of impeachment against Bush as soon as the 110th Congress
convenes next year:
Count No. 1: The president knowingly conspired to exceed his
constitutional authority to wage war by falsifying intelligence and
lying to the American people and Congress.
Count No. 2: The president subverted democracy and his oath of office
by conducting illegal surveillance of U.S. citizens and violated
international treaties by illegally torturing, kidnapping and detaining
innocent people and ignoring rulings of the federal judiciary.
These crimes stand colossal when compared to the major scandals of past
presidents.
In 2005, Rep. John Lewis, D-Ga., eloquently reminded the nation that
Congress has impeached presidents for far lesser offenses than those
committed by the current president. That same year, Rep. Jerrold
Nadler, D-N.Y., urged the House Judiciary Committee to explore
impeaching Bush for his warrantless wiretapping program.
Former National Security Agency Director Gen. William Odom, responding
to a question from Rep. Maurice Hinchey, D-N.Y., recently told an
informal congressional hearing that a good way to extricate U.S. troops
from the bloody Iraq quagmire would be for Congress to exercise its
constitutional right to impeach. Odom, it should be noted, is a
much-decorated military man with unimpeachable patriotic credentials.
George W. Bush needs to be held accountable for his crimes against
Americans and Iraqis alike. But such an impeachment should not be a
prolonged one. The United States needs to quickly reclaim and refurbish
its tattered global reputation.
The one man who can accomplish that goal with dispassion and dignity is
a humble black from Detroit: John Conyers Jr. Once President Bush is
impeached and removed from office, the nation's long-overdue process of
healing and reconciliation can begin.
Then, and only then, can we begin to address the world's real issues --
the suffering caused by HIV/AIDS, the struggle against chronic hunger
and disease in Africa and the imminent and catastrophic threat posed by
global warming.
