There never was a specific 'statutory' basis for impeachment, in which specific
crimes were enumerated. The Constitutional term, 'high crimes and
misdemeanors,' which is the 'statutory' basis for impeachment, although
intended to apply to crimes against the Government and/or Constitution, can in
fact be whatever a majority in The House of Representatives says it is at any
given time. The fact that the Framers intended it to apply to those crimes
against the Government/or Constitution is made clear in the Federalist Papers,
and historical events in the years immediately following the adoption of the
Constitution. Thus The House should be guided by those historical intentions.
However recent events have demonstrated that it was not so guided.

Although the Framers meant the phrase High Crimes and Misdemeanors to apply
to crimes against the Government, as per clarification in The Federalist
papers and subsequent historical events in the immediate years following
adoption of The Constitution, it can be whatever a majority in The House of
Representatives says it is. Thus, a highly partisan House can impeach a
president for having a little nookie in the oval office, and lying in an
attempt to cover it up, yet fail to impeach a president who takes the
nation into a war of aggression by lying to Congress.
Sort of makes one wonder what kind of priorities the screwed up House
majority has, doesn't it?
And yes, according to the wide latitude The House has in voting
impeachment, 'I hate your guts' may indeed become the basis for
impeachment. After all, wasn't that the REAL basis on which Clinton was
impeached? Of course it was, and you know it. Because if it weren't,
shouldn't lying to Congress be treated at least with the same force? Of
course it should, and you know it.
But of course, the reactionaries will plead that Bush was misled and really
didn't lie because he didn't know. And as a consequence, stupidity, which
he did display and continues to display in abundance, is NOT a cause for
impeachment, but rather a cause to be dealt with by elections.
