House Panel Readies Orders
First Subpoenas Of Impeachment Inquiry

The House impeachment committee expects today to hire a new chief
investigator and issue the first subpoenas in its inquiry of Gov. John
G. Rowland.
Rowland and his wife, Patricia, will be among the initial recipients
of subpoenas for documents and records - most, if not all, of which
have been collected already by the U.S. attorney's office.
As many as 50 subpoenas are being prepared for the signatures of the
bipartisan committee's co-chairmen, Democrat John Wayne Fox of
Stamford and Republican Arthur J. O'Neill of Southbury.
All 50 subpoenas are to compel the delivery of documents and records,
not testimony, Fox said.
By next week, the committee should be awash in paper pertaining to
development, construction and economic-development deals since Rowland
became governor in January 1995.
Rowland has admitted accepting gifts from some beneficiaries of those
deals, including discounted vacations and improvements to his cottage
at Bantam Lake.
The governor denies providing contracts in return for the favors, but
his conduct is the subject of a criminal investigation by the U.S.
attorney's office as well as the impeachment inquiry formally launched
Jan. 26.
