As long as Congress is into " non binding resolutions," how about a non
binding resolution as follows:

I like this non-binding resolution:

were put on this earth to solve every problem that may negatively impact
us, to right every wrong, and to correct every injustice as we see fit.
We could be the donut-eating cop too fat to chase down the fleeing robber
or we could be Earth's SWAT. After two expensive wars we've decided to
stop minding our own business and be SWAT."
