In filibuster debate, Clinton says all needs limits

WASHINGTON (AP) - Seeking to marshal outnumbered Democrats and some
Republicans for a showdown on the judicial filibuster, Sen. Hillary
Rodham Clinton invoked New York history and George Washington Monday
on the eve of a historic vote....
"Every single one of us need to be checked in the exercise of power,"
said Clinton...
She argued that the obscure moment in American history dubbed the
"Newburgh Conspiracy" - a plot rejected by then-general Washington -
showed that the nation's founders opposed giving too much power to any
individual, even the nation's leader.
The Newburgh Conspiracy was launched by disgrunted army officers
shortly after the Revolutionary War to wrest more control of the
fledgling government.
"That was an effort by a small group of people to begin to assume the
mantle of absolute power, to in effect become more like a king than
what had been envisioned for this new republic, a president," said
Clinton.
She argued that President Bush should follow Washington's example.
"You have to restrain yourself, Mr. President," she said.
For decades, Senate rules have permitted opponents to block votes on
judicial nominees by mounting a filibuster, a parliamentary device
that can be stopped only by a 60-vote majority. ...
The Republicans, led by Senate Majority Leader Bill Frist, hope to
supersede that rule and allow judges to be confirmed by simple
majority vote. The historic vote on such a change could come as early
as Tuesday.
