MELBOURNE, March 10 (Reuters) - The unchecked growth of militias in
Iraq will hamper any U.S. plans to pull out and the Iraqi government
shows little interest in resolving the crisis, a former top U.N.
official said on Friday.
John Pace, the former head of the United Nations' human rights office
in Baghdad, said inaction by Iraq's Shi'ite Muslim-dominated Interior
Ministry had greatly exacerbated the militia problem and contributed
to a breakdown of law and order.
"None of the political leadership seem to be interested in cleaning up
this mess," Pace, who left his post in February, told Reuters by
telephone from Sydney.
"Anybody with a gun and a reasonable amount of organisation can get
away with virtually anything," he said.
"There is a disparity of focus. There is a lack of appreciation of the
urgency of cleaning up (the militias) and serving the protection of
the individual."
A handful of militia groups operate in Iraq, but the most powerful are
the Shi'ite Muslim Badr Organisation, formed in Iran in the early
1980s and now closely allied to Iraq's Interior Ministry, and the
Medhi Army, another Shi'ite group.
Members of the Sunni minority accuse the militias of kidnappings and
assassinations in reprisal for attacks carried out by Sunni Muslim
insurgents since the fall of Saddam Hussein.
Pace said the havoc was the result of the vacuum created by the U.S.
decision to disband Iraq's army and police force after the U.S.-led
invasion that toppled Saddam in 2003.
"Certainly in hindsight it was inevitable that this would happen... It
created such a vacuum that groups, or gangs ... to a large extent
criminals, would capitalise on it," he said.
"This was further enabled by the politicisation of the Ministry of the
Interior by the appointment of the current minister (Bayan Jabor)," he
said.
Jabor, a hate figure for Sunnis, belongs to SCIRI, the main Shi'ite
party to which the Badr Organisation is loyal.
Pace said an urgent solution to the militia problem must be found
before the United States can hand security over to Iraqis and withdraw
its troops.
"There is no civil police to speak of. If the Americans were to leave
at any time soon it would have to do so with some kind of a solution,"
he said.
Jabor said on March 4 the militias would be disbanded and incorporated
into the U.S.-trained security forces. But he gave no timetable for
the process.

Donald Rumsfeld and ***** Cheney are to blame for this. One, for not
adopting the Powell Doctrine and overwhelming the domain with boots on
the ground, and two, for refusing any sort of power sharing in the
immediate aftermath of major combat ops, in order to attempt to get a
lock in on all reconstruction contracts as the "spoils of war" thus
keeping NATO and UN Peacekeeping forces from hitting the ground in
Iraq. Also, for disbanding the Military and Police force, placing the
US forces in charge as the sole occupying force.
Oh and also for the massacre in Feluja, which kick started the
insurgency in a very big way. I think the Noecons were responsible for
that decision, which they falsely believed would provoke a complete
submission under overwhelming military force dominance projection.
That's a lot of murder over there, considering that the War itself was
an unjust and illegal and imoral war to begin with.
There's a lot of blood on the hands of the Administration, and a lot of
treasure removed from the treasury...from the American taxpayer.
Bush Legacy?

I thought the U.N. hauled assed at the first truck bombing.
Also, for disbanding the Military and Police force, placing the

Quite right at the outset of the invasion but it was because the U.N.
never sanctioned the U.S. invasion of Iraq. NeoCON cronies, as
EagleEye stated, ripped off 9 billion of U.S. taxpayer dollars
which was meant for Iraq but that was because it was entirely
our ballgame. The U.N. never has had much of a presence
since we went in because of the ongoing violence.
UN inspectors were ordered out alright but the IAEA had already begun
to determine that there was no evidence of reconstituted WMD programs
in Iraq before we went in which is why they wanted no part of a regime
change.
As I recall, initial Bush administration efforts to find WMDs, after
the invasion were low priority attenuations as reported by Patrick
Cockburn and other reporters from the U.K. Independent when
they were still out and about in Iraq following the invasion.
