The offer was, essentially, "Comply with our wishes and we will be
willing to talk to you about complying with our wishes."
Did someone expect them to take that deal? "Oh, sure Mr. Bush. We will
give in to your demands just so that you will set a table where you can
try to talk us into giving in to your demands."
Bush put as a condition to start negotiations, that the end goal of
those negotiations be met.
I can't wait for Rice and Bolton to go to the Security Council now.

I know more expected Iran to comply with Bush's ultimatums than that Israel
will comply with Hamas's ultimatums. The world will be better off when Bush
and Hamas have left the stage.

You have forgotten that it is Israel who repeatedly demands an end to all
terror attacks - even those by rogue individuals who answer to no one - before
beginning talks. This is of course simply a means of preventing talks.
They succeeded in getting Hamas elected in Palestine, just like Bush
succeeded in getting that Iran fundy nutball whatsisname elected with his
mealymouth Iran threat campaign.
