A Philly mayoral candidate has promised a stop and frisk policy to get
the guns off city streets. Critics say the plan would unfairly target
young black men. Is it racial profiling when the victims and
perpetrators of the city's gun violence are overwhelmingly young black
men. Or, is this man correct when he says, "I'd rather be stopped and
frisked than shot and killed."
