Dear friends,
There are miracles all around us, if we will just open our eyes and see.
That is one of the key lessons in "I, Pencil," a short, whimsical little
story that is justly famous as one of the greatest essays ever written
about the wonders of the free market.
It was penned by Leonard E. Read (1898-1983), Founding President of the
Foundation for Economic Education (FEE), America's first free-market think
tank.
The concept of "I, Pencil," is simplicity itself -- indeed, the idea is so
simple a child can understand it. But it is also incredibly profound. Once
that concept is truly understood, it can change forever the way you look
at the world.
"I, Pencil" is narrated by a pencil -- an ordinary yellow lead pencil of
the type found in schoolrooms everywhere.
Ordinary, yes -- but also extraordinary. As the Pencil says early in his
story, "I, Pencil, simple though I appear to be, merit your wonder and
your awe... I have a profound lesson to teach."
And indeed he does. If you have not yet encountered "I, Pencil," I urge
you to do so right away. And if it's been a while since you've read this
classic, you may want to dip into its wisdom again.

Zillion-Dollar Fighter Jet Just Needs A Few "Extras"
The following is excerpted from a longer Associated Press article:
It was the sort of haggling more likely to be found at a car dealership
than a Senate conference room.
Air Force officials assured cost-conscious lawmakers that they had swung a
deal to get the next line of Georgia-made F/A-22 Raptor fighter jets for
the bargain-basement price of $110 million each. Of course, if they wanted
a few extras, that could lump another $40 million to $60 million onto the
sticker price.
Only when pressed did they acknowledge that one of the extras happens to
be the engine.
"I've learned you've got to ask exactly the right question at exactly the
right time," said Rep. John Murtha of Pennsylvania, the top Democrat on a
defense appropriations panel. "It's not new that they lied to us. They
interpreted it as stretching the truth, but the fact is, they're trying to
get their program through."

Government Is Biggest Burden for U.S. Manufacturing
A blizzard of recent commentary has argued that foreign competition and
free trade pose major threats to American manufacturing, and thus to jobs
in manufacturing. Such arguments are used in turn to support calls for
protectionism and laws against "outsourcing."
However, a new report by the National Association of Manufacturers --
America's largest industrial trade association -- dramatically challenges
that view. It finds that local, state and national government policies
within the United States are damaging U.S. manufacturing far more than any
foreign competitor or foreign trade policy.
Further, the report says that these policies are "adding at least 22.4
percent to the cost of doing business from the United States" and place
American manufacturers at a severe competitive disadvantage.
The study examines five areas that hit U.S. manufacturers especially hard:
corporate taxation; mandated health and pension benefits; actual or
threatened tort litigation; regulatory mandates, especially those related
to workplace safety, pollution abatement, and corporate governance; and
energy, particularly natural gas.
Here are some other findings, taken from a summary provided by the
libertarian Foundation for Economic Education:
1) “The U.S. corporate tax burden reduces cost competitiveness by 5.6
percentage points”;
2) “U.S. employee benefit costs are higher than most of its major
competitors”;
3) “The regulatory compliance burden on U.S. manufacturers is the
equivalent of a 12 percent excise tax.”
The report makes a strong case that the greatest threats to American
manufacturing -- and American manufacturing jobs -- comes from U.S.
governments, not from free trade or foreign competition. The best thing
local, state and national governments can do to help is simply to get out
of the way.

New Study: Decriminalizing Pot Doesn't Increase Drug Use
There is no link between the decriminalization of marijuana and increased
use of marijuana or other drugs. Indeed, if anything, decriminalization of
marijuana may lead to less use of other, stronger drugs.
That's the conclusion of a new study in the May issue of the American
Journal of Public Health, conducted by researchers at the University of
California, Santa Cruz.
The study, "The Limited Relevance of Drug Policy: Cannabis in Amsterdam
and in San Francisco," compares drug use rates between users in San
Francisco, where marijuana is illegal, and Amsterdam, where marijuana can
be purchased at licensed "coffee shops. "
The study "found consistent similarities in patterns of career use across
different policy contexts," including mean age of onset, frequency of use,
quantity of use, intensity of intoxication, and duration of career use.
"If drug policies are a potent influence on user behavior, there should
not be such strong similarities across such different drug control
regimes," the study concluded. "Our findings do not support claims that
criminalization reduces cannabis use [or] that decriminalization increases
cannabis use. Moreover, Dutch decriminalization does not appear to be
associated with greater use of other illicit drugs relative to drug use in
San Francisco, nor does criminalization in San Francisco appear to be
associated with less use of other illicit drugs relative to their use in
Amsterdam. Indeed, to judge from the lifetime prevalence of other illicit
drug use, the reverse may be the case."
Allen St. Pierre, Executive Director of NORML (National Organization for
the Legalization of Marijuana), praised the study's findings, noting that
they mimic similar results commissioned by the U.S. government which have
found no greater use of marijuana in U.S. states that have decriminalized
its use compared to those that have not.
"More than 30 percent of the U.S. population lives under some form of
marijuana decriminalization, and according to government and academic
studies, these laws have not contributed to an increase in marijuana
consumption nor negatively impacted adolescent attitudes toward drug use,"
St. Pierre said.
"Enforcing marijuana prohibition costs taxpayers an estimated $10 billion
annually and results in the arrest of approximately 700,000 individuals
per year. Yet, study after study shows that this enforcement has
little-to-no influence on individuals' behavior. Rather, it is a
tremendous waste of national and state criminal justice resources that
should be focused on combating serious and violent crime. It invites
government unnecessarily into areas of our private lives, and needlessly
damages the lives and careers of hundreds of thousands of otherwise
law-abiding citizens."

Four Questions and Answers on the Environment
Question:
"In a libertarian society, wouldn't polluters get away with destroying the
environment?"
My short answer:
"Government polluters get away with murder -- literally. When courts found
the military liable for illness and death after careless nuclear testing
in Utah, the government claimed sovereign immunity and refused to pay
damages. (1) In a libertarian society, no one would be immune from the
consequences of their actions -- especially not a government charged with
protecting us.
"Libertarians believe that people and governments should right their
wrongs by restoring, as much as possible, what they've damaged. Today, our
government makes the taxpayers or new owners shoulder the burden. If
polluters don't pay for the damage they do, why should they stop
polluting?"

Question:
"How are we going to keep big business from polluting too much, if not by
government regulation?"
My short answer:
"Restitution is an effective deterrent, especially to polluters, where
restoration costs are monumental and polluters could spend the rest of
their lives working to compensate their victims.
"The process by which this "justice" is administered works best when all
property is held privately. In Britain, for example, property owners
successfully protect their river segments from uphill pollution by suing
for restitution. (2) In the U.S., however, individuals are not allowed to
sue polluters of public property, and the bureaucrats would rather not
antagonize businesses that can contribute to their campaign chests."

Question:
"But don't we need some government oversight to keep our environment from
being destroyed?"
My short answer:
"The environment is already being destroyed by our government! Our biggest
polluter is the U.S. military, not corporate America. In 1988, cleanup of
17 military bases was estimated to cost $100 billion over 50 years. (3)
Putting government in charge of protecting the environment is like asking
the fox to guard the hen house.
"The most polluted countries in the world are those where government has
total control of the environment, such as Eastern Europe."

PERSUASION POWER POINT #162
The Deal Breaker

Has anyone ever told you that he couldn't be a libertarian because of one
"totally unacceptable" libertarian position?
He agrees with libertarianism... except for the one "non-negotiable"
issue.
Everything but... abortion. Or immigration. Or the death penalty. Or a
non-interventionist foreign policy. Or gay marriage.
That issue is the Deal Breaker.
When confronted with the "non-negotiable" Deal Breaker objection, most
libertarians try to reason with the person about the issue. They offer
evidence and arguments to change the person's opinion. They spend their
time responding to the Deal Breaker.
They usually fail. After a long, drawn-out, frustrating discussion.
That's what I used to do. I failed, too.
Then I found an approach that let me get past the Deal Breaker.
Here's what happened.
In 1996, the Harry Browne for President campaign hosted a number of
fundraising events. Harry Browne would give his powerful "Government
Doesn't Work" speech and answer questions from the audience.
I emceed the event and did the fundraising. We delivered high-octane
libertarianism.
One evening, after an event ended, a man and a woman approached me.
The man said, "I really like what I heard tonight. I agree with
libertarianism on everything except one thing: abortion. Until you change
your tune on abortion, I can't be a libertarian."
"Thank you for letting me know where you stand," I said. "May I ask you a
question? Are you married?"
"Yes, I'm married," he said.
"How many years have you been married?" I asked.
"Twenty-three years," he said.
"Congratulations," I said. "Maybe you can help me out with something. Do
you always 100% agree with your wife 100% of the time on 100% of
everything? Do you totally, completely, absolutely, without exception,
100% always agree with your wife? Does she always, totally 100% agree with
you?"
"No, of course not," he said.
"Are you glad you married her?" I asked.
He looked into her eyes. "Yes, I am," he said.
"Couldn't you embrace the Libertarian Party the same way?" I asked.
"Couldn't you be compatible with the Libertarian Party in the same way?"
I took out a registration form, signed him up and collected his dues. Then
I did the same with his smiling bride.
I gave him and his wife a different way to look at their Deal Breaker.
I could have asked him whether he had a best friend. Or whether he owns a
home. Or whether he works for someone. Or whether he belongs to a church.
The Marriage Model persuasion pattern above can be used with these
examples, as well.
Don't let points of disagreement stand in the way of points of agreement.
Don't let things we can't work together on stand in the way of things we
*can* work on.
