WASHINGTON (Reuters) - In a little-noticed move,
the U.S. Army has issued new regulations governing
the death penalty, raising speculation that the military
might be preparing for its first execution since 1961....
The execution would have to be approved by President
George W. Bush to go ahead.

that they are pursuing "a noble cause" and predicted that
their views would prevail eventually. "These principles call us
to defend the sick and the dying, persons with disabilities and
birth defects, all who are weak and vulnerable, especially unborn
children," the president said.
