Object: My favorite reforms
Any federal budget that does not reduce the federal debt and the Social
Security shortfall must be approved by the President of the United
States and by at least 75% of the House of Representatives.
All candidates for elective public offices must fill out and sign five
questionnaires prepared by five largest political parties. These
questionnaires are legally binding; violation is impeachable offense.
The total number of letters, digits and other characters in any
questionnaire must not exceed 10,000.
Remove all our ground troops except military advisers from Iraq by the
end of the year 2006.
Ban development and re-development of ocean shores prone to hurricanes,
floodplains, and geological faults prone to earthquakes. (Significant
earthquakes hit California about every 15 years. Puente Hills fault
earthquake may kill up to 18,000 people in Los Angeles.)
Eliminate tariffs on imported alcohol fuels. (These fuels can be used
as substitutes for imported gasoline which is not subject to any
tariffs.)
Ban tobacco and alcoholic beverage advertising.
Ban the sale of tobacco products to everyone who was born after the
year 2000. (Tobacco industry kills about half a million Americans and
disables millions annually - an order of magnitude more than the number
of victims of all the illegal narcotics.)
Encourage obese children to stay in school after classes to exercise.
(We are the most obese nation on earth!)
Establish a "junk food tax" which is proportional to the amount of
saturated fat.
Replace all cash with electronic money transactions. (to reduce crime,
tax evasion, and illegal immigration)
Replace all imperial units with metric units. (We are the only
industrial country that does not use metric units.)
Simplify English speling. (I mean spelling.)
Replace the high definition television standard with autostereoscopic
(three-dimensional, eyeglasses-free) standard. (Some Sharp monitors and
laptops display stereoscopic images that do not require eyeglasses.)
Use cryopreservation to protect critically endangered species. (This is
the only way to protect the most endangered species, and it does not
cost much.)
Establish international standards in all mature technologies. (These
standards enable small business to compete with big business, which, on
average, is less efficient and less innovative than small business.)
Standardize basic computer file formats so that computer users can
share their data.
Standardize cell phone networks. (Most foreign cell networks are more
reliable because they are standardized.)
Standardize medical records and terminology. (There is little
coordination between the states.)
Standardize the height of automobile bumpers. (to reduce collision
damage)
Standardize batteries and lenses used in digital cameras and
camcorders. (If your old camera is powered by a proprietary battery,
you may pay a fortune for new battery if you can find any.)
Standardize batteries, RAM, hard disks, and optical disks used in
laptop computers.
Change the Internet Protocol to identify computers spewing spam and
viruses.
Reform NASA. Replace large, complex, expensive, handmade rocket engines
with small, simple, cheap, reusable liquid propellant engines made by
robots. Replace last rocket stages with rotating space tether. Test
orbital greenhouses and telerobots. Use electrodynamic tethers, ion
thrusters, and telerobots to remove man-made orbital junk. More info:

They would give non-answers. Otherwise, they would not have freedom to
think and make up their minds based on facts they become aware of (or
conditions that may change) after they are elected.

I disagree. Instead, let the government identify Special Hazard Zones
where Federal disaster aid and bailouts cannot apply to any future
development. Let the private sector insure (if they choose to do so)
such areas, without government help. If the commercial advantage of
developing such a zone is enough to justify the risk, then they will do
it, and suffer the expected losses on their own dime.
Also, we need comprehensive disaster aversion plans for places like
New Orleans and other flood-prone cities. (Redesign and rebuilding
of the flood barriers, buildup of the surrounding wetlands to provide
buffers, etc.)

How about instead we reinstitute real physical education programs at
grade schools and high schools. Involvement in sports programs would
fulfill the requirement. Eliminate the availability of junk foods at
school. (They can always bring them from home -- can't control that.)

Unsaturated fat and sugar are still junk. You can get just as fat,
just as easily, on unsaturated fats. Saturated vs. unsaturated appears
to mostly affect the condition of the heart, which is not such a big
issue in children. What is more of a concern is obesity and diabetes,
which becomes a life-long health threat once it develops. Sugary
sodas and other sugary drinks (including juice) are probable cause of
childhood obesity and diabetes.

This is happening by a sort of back-door process. Turns out GSM is the
cheapest and most reliable standard, and it has displaced American TDM.
What I would like to see is a law forcing cell phone companies to supply
unlocking codes to consumers and competitors. That way, you wouldn't
have to change phones when you change carriers. This would promote
competition among providers. Also, I'd like to see carriers forced to
offer one-year and shorter contracts. (Phone not included.)

Good idea. You can do it this way: if the bumper does not engage
at the standard height in an accident, the MANUFACTURER is
liable for ALL DAMAGE to the other car, and to the car they
built, regardless of who caused the accident or the speed of the
collision. Otherwise, liability is as now.

Standardize batteries and lenses used in digital cameras and
camcorders. (If your old camera is powered by a proprietary battery,
you may pay a fortune for new battery if you can find any.)

Deal with this by refusing patent applications for new sizes and
shapes of batteries. This would allow third-party vendors to
duplicate any battery.

Change the Internet Protocol to identify computers spewing spam and
viruses.

Sorely needed, and a difficult problem to solve, especially if you want
to maintain compatibility with existing hardware and software.

Bush's job is to protect our borders. It's the law. He wouldn't even read
your questionaire.
Also pointing out that no US Pres. ever has. They all suck.
