I live on capital hill. remember that? school house rock? it's
apparent from some of the questions asked here that folks don't
remember...... or never learned how the senate and the house work. there
are some great sites available that explain the complexity of it all.
bills are 'sponsored' not written...... they go through many changes...
these are called amendments. there's a lot to it.... and nothing is
black and white. this is a great site.....
