report adopts that view.
The charts and analyses in the 412-page "Economic Report of the
President," issued last week, put the "start of the recession" in the
fourth quarter of 2000 -- under President Bill Clinton.
But the National Bureau of Economic Research, which dates business
cycles, has said the recession lasted eight months beginning in March

through January 2000-2001 Shrub was talking down the economy, because as
pResident-select he was pushing for massive tax cuts. So without as you say,
not passing one piece of legislation he did as much harm as one with a bully
pulpit could do.

The posted article did make a couple of *statements*.
It stated:
"The charts and analyses in the 412-page "Economic Report of the President,"

By claiming the recession started when Clinton was Presedent, Bush, himself,
raised the issue of exactly when the recession "started".
The article also states:
"But the National Bureau of Economic Research, which dates business cycles,
has said the recession lasted eight months beginning in March 2001 -- two
months after Bush's inauguration."
Notice, if you can, that the issue is *not* WHO STARTED the recession, but,
rather, WHEN the recession started.
It can be debated whether or not these two statements "imply" anything, but I
think one *can* arrive at a conclusion.
Bush, once again, made statements that were not in accord with the facts, or,
more simply, Bush lied again.
