Navy Says Kerry's Service Awards OK'd

WASHINGTON - The Navy's chief investigator concluded Friday that procedures
were followed properly in the approval of Sen. John Kerry's Silver Star,
Bronze Star and Purple Heart medals, according to an internal Navy memo.
Vice Adm. R.A. Route, the Navy inspector general, conducted the review of
Kerry's Vietnam-ear military service awards at the request of Judicial
Watch, a public interest group. The group has also asked for the release of
additional records documenting the Democratic presidential candidate's
military service.
Judicial Watch had requested in August that the Navy open an investigation
of the matter, but Route said in an internal memo obtained by The Associated
Press that he saw no reason for a full-scale probe.
"Our examination found that existing documentation regarding the Silver
Star, Bronze Star and Purple Heart medals indicates the awards approval
process was properly followed," Route wrote in the memo sent Friday to Navy
Secretary Gordon England.
"In particular, the senior officers who awarded the medals were properly
delegated authority to do so. In addition, we found that they correctly
followed the procedures in place at the time for approving these awards."
Some veterans have challenged Kerry's version of the circumstances
surrounding the incident that led to his Silver Star award for battlefield
heroism, as well as his three Purple Heart medals.
The Silver Star was awarded for his actions in pursuit of enemy forces while
commander of swift boat unit PCF-94 in Vietnam in February 1969.
Judicial Watch also asked the Navy inspector general to investigate Kerry's
anti-war activities after he returned from Vietnam and left active duty.
The group's president, Tom Fitton, called Route's review a "whitewash" and
said Judicial Watch would "appeal as appropriate."
"The Navy IG obviously is afraid of the political ramifications of a
thorough investigation into a presidential candidate's service record,"
Fitton said in a statement.
Route concluded that there was no justification for looking further into the
decisions to award the medals or the anti-war activities.
"Conducting any additional review regarding events that took place over 30
years ago would not be productive," he wrote. "The passage of time would
make reconstruction of the facts and circumstances unreliable, and would not
allow the information gathered to be considered in the context of the time
in which the events took place.
"Our review also considered the fact that Senator Kerry's post-active duty
activities were public and that military and civilian officials were aware
of his actions at the time. For these reasons, I have determined that
Senator Kerry's awards were properly approved and will take no further
action in this matter."

Can you help provide the military records that prove Lt. George W. Bush
completed his military commitment?
This is an issue of much greater significance than nitpicking Kerry's
military record, which he earned in combat in Viet Nam. Using all available
records, except for Bush's unsupported 'honorable discharge', one can only
conclude Bush was AWOL and/or a deserter during war time.
So do your patriotic duty for your "war president" and prove he hasn't sent
thousands of men and women to be injured or killed in Iraq while avoiding
fighting in Viet Nam himself and then apparently going AWOL.

obligation, Bush did not comply with Air Force regulations that impose a
time limit on making up missed drills. What's more, he apparently never made
up five months of drills he missed in 1972, contrary to assertions by the
administration. White House officials did not respond to the analysis last
week but emphasized that Bush had "served honorably."
Some experts say they remain mystified as to how Bush obtained an honorable
discharge. Lawrence Korb, a former top Defense Department official in the
Reagan administration, says the military records clearly show that Bush "had
not fulfilled his obligation" and "should have been called to active duty."

obtained by the Globe. In his final 18 months of military service in 1972
and 1973, Bush did not fly at all. And for much of that time, Bush was all
but unaccounted for: For a full year, there is no record that he showed up
for the periodic drills required of part-time guardsmen.
Bush, who declined to be interviewed on the issue, said through a spokesman
that he has "some recollection" of attending drills that year, but maybe not
consistently.

military obligation in 1972 & 1973.

But some military experts disagreed with Bartlett's conclusion. Retired Army
Colonel Gerald A. Lechliter, who has studied Mr. Bush's records, told the
Globe, "He broke his contract with the United States government - without
any adverse consequences. And the Texas Air National Guard was complicit in
allowing this to happen."

In May 1972, Bush moved to Alabama to work on a political campaign and, he
has said, to perform his Guard service there for a year. But other Guard
officers have said they have no recollection of ever seeing him there.
The documents released on Friday by the Pentagon included two faded
computerized payroll sheets showing Bush was not paid during the latter part
of 1972 and offer no evidence to place Bush in Alabama during the latter
part of 1972.

Indeed, a veterans group (Swift Boat Veterans For Truth) supporting the
President holds as it's mission: "We believe it is incumbent on ALL
presidential candidates to be totally honest and forthcoming regarding
