True to Bush's management style, it's money down the drain, and our
homeland is now less protected.

Subject: New FBI software not usable
A new FBI computer system called Virtual Case File, designed to help
agents share information to ward off terrorist attacks, may have to be
discarded because it doesn't work as designed. The agency will be
soliciting proposals for new software from outside contractors for new
software. Sen. Judd Gregg (R-N.H.), chairman of the Senate
appropriations subcommittee, calls the development "a stunning reversal
of progress" and adds: "If the software has failed, that sets us back a
long way. This has been a fits-and-starts exercise, and a very expensive
one for a very long time. There are very serious questions about
whether the FBI is able to keep up with the expanding responsibility and
the amount of new dollars that are flowing into it. We have fully funded
it at its requested levels." Science Applications, the company that
developed the system, says it "successfully completed" delivery of the
initial version of the Virtual Case File software last month.

True to Bush's management style, it's money down the drain, and our
homeland is now less protected.
Bush does not feel that it is important to protect American computer
programmers. We can alway just outsource that to the cheapest programmer. Hey
one day a milion americans might get killed in a terror attack but the warning
software was really cheap and almost worked.

I wa not blaming Clinton directly. I only pointed out that his FBI
Director didn't like computers and refused to get involved with them,
thus losing valuable lead time.

Bush has had 5 years to put a system in place. That's long enough,
considering product development cycles have shrunk to 18 months.

Bill Clinton's FBI Director (Mueller?) didn't believe in computers-
didn't have one and wouldn't aprove the purchase of them.
OTOH, software takes along time to develop. Obviously, the wrong vendor
was used. The problem is, that becomes evident only AFTER the fact.
Government needs to reform the acquiusition system- lowest bidder
doesn't always get the job done right...
