Boehner Passed Out Checks from Tobacco PACs to Members on the House
Floor. In 1995, Boehner distributed six checks from tobacco PACs to
members on the House floor. When asked why he did it, a staffer
responded, "The floor is where the members meet with each other."

From John Jacobs, Scripps-McClatchey Western,
3/8/97:
Rep. John Boehner of Ohio, chairman of the House Republican Conference
and fourth-ranking Republican in the House leadership, admitted that
in June 1995, he walked around the floor handing out $500 checks to
deserving colleagues from a political action committee controlled by
the tobacco firm Brown & Williamson.
"Before he went out on the floor," the Washington Post reported last
month, "Boehner was careful to check that there was no tobacco-related
legislation being debated at the time." But the same week, the Post
reported, the House Appropriations Committee met and voted down an
amendment (17-30) that would have ended the government's price-support
program for tobacco. Seven committee members, including the chairman,
each had received a $500 check from Brown & Williamson's PAC.

Rents Basement Apartment from Lobbyist
On February 8, 2006 the Washington Post reported that John Boehner
rents a Capitol Hill basement apartment from a lobbyist whose clients
lobby on issues that came before Boehner when he chaired the Education
and Workforce Committee.

According to the Post, John Milne, the owner of the rented property,
was hired by Fortis Health Plans to lobby on the Economic Security and
Worker Assistance Act, which was co-authored by Boehner.
Milne has also been hired to lobby on minimum wage increases and tax
credits for tips, both issues overseen by the Education and Workforce
Committee.
Milne denies ever lobbying Boehner directly.
Tom Edsall, the Post author, writes: "The relationship between
Boehner, John D. Milne and Milne's wife, Debra R. Anderson,
underscores how intertwined senior lawmakers have become with the
lobbyists paid to influence legislation."
