Technical grounds? As in the crime he is accused of committing didn't
exist in the law books at the time he was said to have commited it?

For money laundering to exist, the money must first be obtained
illegally. The accusation against him does not state that the money
was obtained illegally. This proves the charges baseless and also
proves how stupid a grand jury can be when they are ready to go home.

to violate campaign finance laws

This is the crime that did not exist in the law books until 2003.
Delay was accused of committing this in 2002. The prosecuter seems to
have trouble with simple math.

Money laundering is supposed to be when you take money that is gained
through criminal activity and then clean it in legitimate activity so
you can then integrate it into your own wealth. Rush Limbaugh was
attacked for taking out money, money he legitimately possessed, in
amounts that were near a limit that could then be used to pretend he did
something wrong. This was supposed to be "money laundering". Absurd. Now
we have another example of faux money laundering where legitimate money
is taken by one part of a campaign while another part gives money back.
This is done every day in politics. Think about what Moveon.org did in
the 2004 campaign and then find something against Delay.
