New Orleans police officers cleared of looting
But four suspended for 10 days for not stopping ransacking of store

NEW ORLEANS - Four New Orleans police officers have been cleared of
allegations that they looted a Wal-Mart store after Hurricane Katrina,
but each was suspended 10 days for not stopping civilians from
ransacking the store, the Police Department said.
The probe stemmed from an MSNBC report that showed the officers
filling a shopping cart with shoes, clothes and other items. When a
reporter asked the officers what they were doing, one responded,
“Looking for looters” and turned her back.
Assistant Police Chief Marlon Defillo, commander of the Public
Integrity Bureau, said the officers seen on the video were recently
cleared of looting because they had received permission from superiors
to take necessities for themselves and other officers.
The Police Department later informed Wal-Mart management, after the
store had been secured, that its officers had taken some needed items,
he said.
Suspended for 'neglect of duty'
The four officers — Olivia Fontenot, Vera Polite, Debra Prosper and
Kenyatta Phillips — were suspended for 10 days without pay for
“neglect of duty” because “people can be observed illegally inside the
store with property in their possession and you took no police action
to prevent or stop the looting,” according to their disciplinary
letters.
Fontenot received an additional three-day penalty for her
“discourteous” response to the MSNBC correspondent, her disciplinary
letter states.
“It was determined that all four officers had received permission from
their commanders to get clothing for fellow officers who were soaking
wet,” Superintendent Warren Riley said through a spokesperson Friday.
“They did not steal anything.”
Defillo said the officers were all assigned to the badly flooded 3rd
Police District.
The department cleared two other officers who were investigated for
looting at Wal-Mart based on photographs, Defillo said. He said those
photos did not show other people looting, making it impossible to
uphold suspensions for neglect of duty.
Two looting investigations involving police remain under investigation
by federal authorities, Defillo said.
One involves the theft of about 200 vehicles from Sewell Cadillac
Chevrolet and allegations that 3rd District commanders were involved
in some of the thefts. The other involves a complaint from a hotel
owner that a group of officers from the now-disbanded Community
Policing squad kept a large stash of goods in one of the rooms.

Maybe that's not exactly what happened.
I lived in Bay Saint Louis, MS and was building a house in Waveland, MS. We
were hit by the worst part of Katrina, a 35-foot storm surge moving at
80-100 MPH. Every structure within 1/2 - 3/4 mile of the beach was washed
away, gone. The police departments of the two towns stationed officers at
the two ruined grocery stores and organized people to go in, salvage what
could be salvaged, and hand it out to people who needed food. There was no
food, water, nothing available anywhere. In fact, today -- seven months
after the hurricane -- there is not one grocery store open in the county.

You are in danger from natural disasters whereever you live. In the
middle part of the United States, you are in danger from tornados, on
the East Coast, it's hurricanes. On the West coast, it's earthquakes
and tidal waves.
You will NEVER be totally safe wherever you live, but you could take
pro-active steps to keep from having problems. Like making sure that
your home is built with materials and construction that are rated to
take the pounding of an earthquake, tsunami, tornado, or hurricane.
You just will NEVER be totally safe, that is why we have home
insurance, because some smart people realized "Hey, people will never
be totally safe, but these things happen maybe once or twice in a
normal person's lifetime! We could make a beaucoup of money by selling
them insurance for their homes, and then investing that money, and
paying out on any claims, and we would still make a fat profit even
while we are paying out on these claims!"

But what does it matter when you take all these steps, and more, but ,
say, a third party never intended to play by the rules and led you and
others on, continually?
"We're your friend , but we are really screwing you over to obtain
better access, even control, of your house."
So their is no winning, until the true motivations of the carpenters
are defined. And in this case, it was a matter of betraying the trust
of the people who hired you.
Not very smart.

Yeah, that isn't looting. That is taking food that can be used to save
people's lives, with an addendum that "We'll pay you back later!"
It's the same as you come upon a closed store when you are lost in the
middle of a blizzard. Your choices are break in, get some warmth from
the heating system in the place, and live, or go away and die.
You are ALLOWED to break into that store, because you have NO other
choice in order to save your life, and if there are other people with
you, the lives of others.
You just have to pay the store owner back for the damage to his store
once the blizzard is over, and the cost of any food that you ate while
you were trapped by the blizzard in the store. Then, your conscience is
clear, and you can move on.

Yes it is looting and you can bet the cops never paid the store back
and if they did it was just pennies on the dollar. These cops should
have been shot on sight just like you rw loonies are always saying
black looters should be shot on sight.
