There are indeed striking simiilarities between the incoherent foreign
policy improvised by the Kaiser and his courtiers and the adventures
pursued by some U.S. presidents and their advisers. Particularly stark
are the parallells with the foreign policy schemes concocted by the
Rumsfeld-Cheney-neocom group. I recommend reading Chapter 6, OPERETTA
GOVERNMENT, of Alan Palmer's "The Kaiser: Warlord of the Second Reich,"
Charles Scribner's Sons (1978).
