been discovered in Miami-Dade County, bringing to 13 the number of people
known to be infected.

There are only four other cases in the rest of the state.
A 46-year-old woman, a 39-year-old man, a 48-year-old man, and a 43-year-old
man now have the disease, said Lillian Rivera, Miami-Dade County Health
Department administrator.
"As we continue to confirm cases of West Nile virus in Miami-Dade County, we
alert the public to continue to protect themselves against mosquito bites,"
Rivera said.
Summer rains encourage mosquito breeding, increasing the threat, officials
said.
The head of the county's Mosquito Control Division said it's a mystery to
him and health officials why the breeding is happening so much in
Miami-Dade.
Public health officials also urge residents to follow theses precautions:
a.. Avoid being outdoors when mosquitoes are seeking blood, which is often
during early morning and evening hours.
b.. Wear clothing that covers the skin.
c.. Use repellents containing DEET. Products with concentrations up to 30
percent DEET are generally recommended for most situations. DEET is not
recommended for children less than 2 months old.
d.. Check your home to rid it of standing water, where mosquitoes can lay
their eggs.
e.. Symptoms of West Nile virus may include headache, fever, fatigue,
dizziness, weakness and confusion. People who believe they may have West
Nile virus should contact their health care provider. Florida Department of
Health laboratories provide testing services for physicians treating
patients with clinical signs of mosquito-borne disease.

REPRESENTA CUBA UNA POSIBLE AMENAZA TERRORISTA CONTRA LOS ESTADOS UNIDOS?

II. DESARROLLO BIOTECNOLOGICO DE CUBA
En este articulo analizaremos la capacidad y recursos potenciales que posee
Cuba para representar una posible amenaza asimetrica terrorista contra los
Estados Unidos. Pero antes, quisiera mencionar algunos hechos historicos
sobre las actividades internas y externas del gobierno cubano, para poder
substanciar mejor el analisis posterior.
Castro ha estado en el poder por 44 años, durante los cuales el pueblo
cubano ha sido oprimido, ha vivido sin libertad, atemorizado, miles de
cubanos han sido fusilados, miles han sufrido prision y dos millones se han
exilado, todo ello por motivos politicos, por pensar, oponerse, hablar o
comunicarse contra el sistema.
Cuba ha invadido e intervenido, en paises de Africa, America Latina, donde
ha asesinado a los nativos, y al mismo tiempo ha permitido la muerte de
cubanos enviados a esas guerras ilegales, terroristas. Cuba ha mantenido, y
mantiene, campos de entrenamiento y adiestramiento para guerrilleros y
terroristas de todas partes del mundo. Estas actividades han sido
confirmadas tanto por cubanos desertores que sirvieron de instructores como
por muchos de los extranjeros adiestrados que ya hoy no concuerdan con estas
actividades.
Cuba no solo permitio el emplazamiento de cohetes con ojivas nucleares por
parte de la Union Sovietica en territorio cubano, en 1962, sino, que ante el
acuerdo de retirada de estos cohetes, insto y presiono a la Union Sovietica
para que lanzara un ataque sorpresivo contra los Estados Unidos.
Cuba es uno de los 6 paises clasificados consecutivamente por el
Departamento de Estado de los Estados Unidos como paises terroristas. Con
este breve recuento , pasemos a analizar que facilidades e infraestructura
posee Cuba que pueden significar una amenaza contra la seguridad nacional de
los Estados Unidos, mediante el uso de metodos militares asimetricos.
I. TROPAS MILITARES ELITE
Las tropas elite de Cuba son un cuerpo comando especial, de naturaleza
ofensiva, completamente distinto a los extranjeros entrenados en Cuba, que
se encuentran en El Cacho, Los Palacios, Pinar del Rio, en la Escuela
Baragua. Aqui, un grupo de entre 2,500 a 3,500 hombres son entrenados en
tacticas comando, infiltraciones, pilotear aviones, vivir en condiciones
hostiles, manejo de explosives, manejo de armas de destruccion masivas.
Aprenden tacticas de control y comando, de espionaje. Estan consideradas las
tropas elite o grupos especiales major adiestrados de America Latina, y
comparables a las fuerzas Delta de los Estados Unidos.
II. DESARROLLO BIOTECNOLOGICO DE CUBA
Cuba empieza en 1982 su desarrollo en el campo biotecnologico. Ya para 1986
entra en funcionamiento el Centro de Ingenieria Genetica y Biotecnologia,
CIGB, que cuenta con las mejores facilidadesy tecnologia existents hoy en
dia, asi como equipos, instrumentacion, y un cuerpo profesional de
ingenieros, medicos, biologos, quimicos,y tecnicos, que hacen de este Centro
uno de los mejores del mundo.
El CIGB tiene 63,000 metros cuadrados, y trabajan en el mismo mas de 1,200
personas. Tiene la capacidad y tecnologia para producir y desarrollar
vacunas, virus, bacterias. Toxinas. Tal es la capacidad de Cuba en esta rama
que acaba de construirle unCentro Biotecnologico a Iran, con equipos y
tecnologia cubanos. Fue inaugurado en Mayo del 2001.
Existen otros centros muy importantes, entre ellos: el Biocen, el CIM, el
Instituto Finlay, el Instituto de Medicina Tropical, asi como mas de 600
centros menores diseminados por el interior de la Isla. A traves de los
ultimos 20 años de desarrollo biotecnologico, el ingreso economico comercial
de Cuba ha sido minimo, no llegando ni a los $80 millones de dolares en
exportacion total. La produccion de farmacos para uso domestico ha sido
tambien infima, ya que es sabido la carencia general de medicinas del pueblo
cubano. O sea, esta capacidad instalada de producir medicinas, vacunas, y
farmacos en general, no ha sido utilizada, segun las estadisticas de
comercio exterior, ni de consumo interno, para el uso comercial y de
beneficio medico.
Es significativo que, en los dos ultimos meses, el gobierno cubano este
tratando de darle una apariencia comercial no existente a estas actividades
biotecnologicas. O sea, el gobierno esta por todos los medios tratando de
darle una apariencia puramente comercial a las actividades biotecnologicas
cuando no ha sido este el resultado real.
De acuerdo con la Organizacion Mundial de la Salud, Cuba esta entre los
primeros 10 paises del mundo en el desarrollo biotecnologico. Tambien esta
organizacion ha concluido que cualquier pais con una industria
biotecnologica de tamaño mediano, muy inferior al que posee Cuba, tiene la
capacidad para producir armas biologicas.
Desde luego, es irresponsable, sin una inspeccion adecuada de las
facilidades biotecnologicas de Cuba, afirmar o negar si Cuba esta
produciendo armas biologicas. Sin embargo, si se puede asegurar que el pais
tiene la tecnologia, los equipos, los cientificos, y las facilidades para
producirlas. Por ello, es de necesidad imperiosa, exigir esta inspeccion
internacional independiente.
III. DESARROLLO ELECTRONICO
Desde finales de los 1980s, Cuba cuenta con ingenieros especializados en
computacion, cibernetica, y microelectronica, con una tecnologia superior a
muchos paises europeos.
Ya para 1997, cuenta Cuba con su propia base de radio escucha, similar a la
de Lourdes, base rusa ya desmantelada, construida por Rusia para el gobierno
cubano, entre 1994 y 1997, a un costo de $750 millones. Esta base se
encuentra en Bejucal, y asi se le conoce como la Base Electronica de
Bejucal. Esta base tiene la capacidad de espiar electronicamente las
telecomunicaciones de los Estados Unidos, asi como la capacidad para
realizar otras funciones, como la penetracion en redes computacionales,
interferencia microelectronica, interrupcion de las telecomunicaciones via
satellite, como la realizada este verano con las transmisiones realizadas
por Estados Unidos al pueblo de Iran, y las que Cuba efectua contra
Television Marti.
Cuba tambien tiene instalaciones de alta tecnologia electronica en el
Wajay, y en Santiago de Cuba, conocidas como las fincas de las antenas,
donde se realizan estudios y experimentos sobre desarrollo de fuentes de
energia de radio frecuencia. Esta energia pudiera ser utilizada para
destruir equipos microelectronicos, como computadoras, o para interferir las
telecomunicaciones de satelites y microondas. Facilidades similares existen
en la calle Paseo, entre 11 y 15, en el Vedado, asi como en Cojimar.
Con este breve analisis, dejo las conclusiones al lector sobre la capacidad
potencial de Cuba para ser una amenaza militar asimetrica contra la
seguridad de los Estados Unidos.

Second, the laudable condemnations of Islamic terror made by the =
Islamic Center notwithstanding, why are there virtually no public =
demonstrations of Muslims against the unspeakable evils committed by its =
adherents?
And while posing questions, here are two for liberals: Why are =
almost the only people asking these questions aloud conservative and =
religious? Where are you when it comes to acknowledging evil?

According to The New York Times, when the terrorists took over the =
Russian elementary school, they shouted =E2=80=9CAllahu akbar=E2=80=9D =
(=E2=80=9CAllah is the greatest=E2=80=9D).
Does this surprise you, dear reader? Does it shock you that the people =
who deliberately attacked a school and then systematically shot and blew =
up little children did so in the name of Islam?
Unfortunately, the question is rhetorical. Having targeted little =
children for death, there is no atrocity, no barbarity, no act of evil =
that the human race cannot imagine fanatical Muslims committing.
We have already become almost inured to:
The slaughtering of innocent human beings as if they were animals while =
chanting Muslim prayers.=20
The reintroduction of black slavery and genocide against blacks.=20
The murder of daughters and sisters for imagined or real sexual =
behavior.=20
The stoning of women accused of adultery.=20
The burning of Hindu temples and Christian churches, and the destruction =
of among the greatest Buddhist sculptures.=20
The ban on women driving cars or learning to read.=20
The idolization of young men who blow themselves up while murdering and =
maiming innocent non-Muslims =E2=80=93 and the theology of sexual =
rewards in heaven for doing so.
These are some of the atrocities being committed by Muslims in different =
parts of the world today.
It is, of course, only a minority of Muslims that engages in such =
horrors, but it is only Muslims who are doing all these things. =
Christians aren=E2=80=99t - even among Palestinians, there are no =
Christian terrorists. Jews aren=E2=80=99t - and when one Jew did =
deliberately kill innocent Palestinians in 1994, the rest of the Jewish =
world was horrified and demonstrated its revulsion in word and deed. =
Buddhists aren=E2=80=99t - despite the destruction of Tibet by the =
Chinese Communists, no Buddhists have murdered innocent Chinese, let =
alone non-Chinese who deal with China.
With the psychopathic cruelty at a Russian elementary school, have we =
reached the point where people of goodwill can ask serious questions =
about Muslims and Islam? Or are any challenging questions still to be =
dismissed as =E2=80=9CMuslim bashing=E2=80=9D or, even more absurdly, =
=E2=80=9Cracist,=E2=80=9D as if religion were a race?
The truth is that everyone with a conscience has questions about Muslims =
and Islam. But the most powerful religion in America, the religion of =
tolerance, has rendered it almost impossible to ask any such questions. =
Most people are so afraid of being branded intolerant that the most =
natural and goodhearted questions are only posed by the handful who have =
the courage to do so (usually conservative Christians).
But good Muslims should welcome fair questions and not dismiss them as =
manifestations of bigotry. Most Americans have no a priori view of =
Islam. As far as they are concerned, it is one more religion that its =
practitioners ought to be able to practice in peace just as the members =
of every other faith in America do.
I know I have questions, and I know they come from a non-prejudiced =
place. And I can back up this claim.
Between 1982 and 1992, I moderated an extremely popular weekly radio =
show in Los Angeles on ABC radio. It featured a Roman Catholic priest, a =
Protestant minister and a rabbi. Beginning about 1987, I regularly =
invited Muslim representatives, marking the first time that Muslims were =
given such wide exposure on mainstream American radio or television. I =
developed such a good rapport with the Muslim community and its leaders =
that I was repeatedly invited to speak at the Islamic Center of Southern =
California, one of the largest and most prestigious institutions and =
mosques in the country.
And I in turn invited Muslim leaders to speak before major Jewish =
institutions.
Given this background, it is with the greatest sadness that I feel =
compelled to ask two questions:
First, is there anything in Islam or in the way Islam is now taught and =
practiced that dulls the conscience and thereby enables many religious =
Muslims to engage in or support atrocities that other groups, religious =
and secular, find inconceivable?

Because, like those countrys that practice public flogging... a mob
insues, many get worked up and the prostitutes get their best business
at those floggings.. they get off on it. These vile creatures.

almost the only people asking these questions aloud conservative and
religious? Where are you when it comes to acknowledging evil?
Perhaps a part of them knows it wasnt suddam or al queda. That doesnt
change the fact there are credible risks that should be considered as
possible flashpoints.

el porque de esta lucha, la importancia de su globalizaci=F3n y =

version, he says that the veep "doesn't have the waviest hair in the =
race. I didn't pick him for his hairdo. I picked him because he has good =
judgment, great experience, and he can get the job done." This is a =
slight change from the August rendition: "He's not the prettiest face in =
the race" and September's "He doesn't have the longest and prettiest =
hair in the race." So what gives? Bush spokesman Scott Stanzel says the =
remarks are just for fun=96and payback. "When John Kerry selected John =
Edwards to be his running mate," says Stanzel, "his campaign made the =
