The Senator from Delaware, Joseph Biden, who is the senior Democrat on
the Senate Foreign Relations Committee, proposes that Iraq be divided
into three regions, Shiite, Sunni and Kurdish, while maintaining a
strong but limited central government in Baghdad.
The central government would be in charge of border defense, foreign
policy, oil production and revenues.
The three sects would receive oil revenues in proportion to their
population. For instance, The Sunni Arabs, who have no oil in their
region, would receive 20 percent of oil revenues.
But Biden says this is not a plan to partition Iraq. In fact it is a
plan to prevent violent partitioning of Iraq.
He also proposes that almost all troops be withdrawn from Iraq by the
end of 2007.

Senator Dennis Kucinich, who is running for president, says the only
way to bring the war to an end is for congress to cut off funds.
Kucinich is also for a single payer health insurance plan and support
for organic farming.
In addition, he would require all voting machines to produce a voter-
verified paper record for use in manual audits and recounts, while
banning the use of undisclosed software and wireless communications
devices in voting systems.
