In a composition fallacy, it is claimed that what is true of the parts
is also true for the whole. In a division fallacy, it is claimed that

Examples:

Therefore they can be "popular" enough to get elected but be "popular"
to a different degree when ruling.

When the Anti-Federalists lost to the Federalists, the die was cast.
No matter what transpired, America was destined to become a fascist
dictatorship. The reason is so simple: Federalism creates a strong
central authoritarian govt where all the criminals can congregate to
impose their tyranny on the states.
The Federalists were the special interests of the day and so it was
only natural they would cobble together a system that protected their
interests, namely the framework for a fascist dictatorship.
Anti-Federalists, on the other hand, were individualists - farmers
mostly - and they wanted no part of any leviatian in Washington.
No more did his new seat get warm in his new position as America's
first president than Geo. Washington sent federal troops to bully
whisky makers in Pennsylvania.
Next time we form a new nation we are going to have to let the People
write the Constitution, and they better put a Tyrannicicde Clause in
it this time around or else history will just repeat itself.

I sympathize and half-agree. It is, generally, easier to be democratic
the more local the government. But as I look back over American
history I see the large centralized power also taking on state level
fascists. I think the states themselves are too large and we would
have had many little hitlers instead of one tending towards fascist.
On the other hand, there might have been a few real democracies.
But would there still be slavery in, say, Georgia, if we had not had a
federal gov?
