a leader if you don't know French! We even have two political debates, one
in English and one in French!
The bottom line is that our leaders face off with the press in a scrum after
Cabinet meetings and stuff (and in two languages).

Very true and many Americans would like to see their democracy modified
to allow such a thing. For example, the President must sit in the
Senate and the Vice President must sit in the House of Reps.
A "leader" like Bush (or even Cheney) could not survive in a
Parlementary democracy.
