Not sure why you make this out as a tax cut for the rich or even how
it's relevant. Nevertheless, the way to handle this is deport all
illegals. The folks currently employing illegals will then have two
choices: 1) go out of business because their cheap labor is gone or 2)
pay someone (legal residents) to do the job. If they find no one is
willing to work for them at the rate they were paying illegals they will
have to make it more attractive to work for them. That's done by higher
pay, perks, etc. As long as the US continues to ignore illegal
immigration, employers will continue to hire this cheap source of labor.

The incentive for hiring illegal workers needs to be taken away.

And that incentive is failure to enforce immigration laws. It's not
just a Bush problem and has been a problem for years.
It's been a problem. The question is what is the solution.
This is a complex problem. Your simplisitic "deport them all" solution may
add more financial problems to the entire country. Do you think food prices
would go lower if we "deported them all"? What would be an acceptable
increase in food prices for you? 10%, 20%, 30%, maybe more? Would you then
complain if more people required food stamps in order to exist?

This makes illegal immigration a national security issue.
