Saddam would have to try hard to beat this.
How about violating UN sanctions, and international law? How about
violating the terms of the 1991 Gulf War cease fire?
But more importantly, it matters not what you would like to associate
the US with over the past century, as it will be those people who are
responding to their own torture and genocide. Perhaps 1 or 2 of them
family members of the 300,000+ that are buried in mass graves might have
a charge or 2 for Sadam.
Play whatever game you like, it changes nothing.
