Of course. Criminal profiling is a dubious art (it certainly does not
qualify as science). It is similar in nature to astrology - make vague
enough predictions and some of them are likely to fit.
Well yes, certainly that is true. For example, one such vague prediction is
"on any given street in America, blacks are committing violent crimes at a
higher per-capita rate than are whites." It's vague because it certainly
doesn't allow you to tell if that PARTICULAR black you have just stopped for
a minor traffic violation is actually a person for whom there is an APB, but
at the same time it is certainly REASONABLE and LOGICAL to be more wary of
that black you have just stopped than if it had been a white guy you had
just stopped. Thus such forms of criminal profiling, while vague (or
"dubious", as you falsely put it) are nevertheless useful and reasonable and
logical.
