No, your original contention was that the US declared war against Iraq.
Apparently, you believe that after sixty days the War Powers Resolution
requires a declaration of war, therefore, from that premise, after sixty
days of conflict a declaration of war must be issued from the House. Your
premise, if I've inferred it correctly, is false. They're not
declarations of war, they're authorizations for the use of force. The
House *could* issue declarations of war, but hasn't done so since 1945,
preferring authorizations for the use of force most recently.
