The definition is quite clear, to everyone except the Bush
Administration.
George W. Bush doesn't take his oath of office very seriously,
though.
"No State shall, without the Consent of Congress, lay any Duty of
Tonnage, keep Troops, or Ships of War in time of Peace, enter into any
Agreement of Compact with another State, or with a foreign Power or
engage in War, unless actually invaded, or in such imminent Danger as
will not admit of delay"
We had the consent of Congress.
Not only did the Democrats in Congress authorize the war, they also voted to
fund the war. The Democrats HAD to do that, because the American People
were beginning to realize that the Democrat Party basically doesn't give a
fig about defending America or protecting the American people. And the
Democrat Party sure as hell doesn't like the idea of giving the American
Worker any tax cuts either. Leading Democrats CONTINUE to call for the
elimination of the Bush/GOP tax cuts, probably because those Democrats know
they are causing the economy to recover from the Clinton Recession, and the
LAST things the Democrat Party wants is for the American economy to be
healthy.

I'm curious - In what way did we 'defend' our country when we totalled a
country that couldn't come close to our military might or even defend
themselves?

We been bombing them for 10 years. They had no airforce and really were
defenseless. It is all about oil. The ingrates just keep us from taking their
oil because we know how to spend the profits from oil far better than they do.
