Internet searches reveal that Http://rexcurry.net is the first, or one
of the first to use the phrases below. It's the site that coined the
concepts "don't say public schools" and "never say public schools"
while advocating that the term "government schools" should be
substituted.
George Orwell lives.
Nothing new about that. The pro-abortionists have been using phrases such
as "pro-choice" to disengenuously describe their pro-abortion ideology for
years now. So using the phrase "government schools" is perfectly fine.
It's accurate too, because those government schools are bankrolled by the
taxpayer, who is not allowed to have a choice in the matter. So it's an
"anti-choice" agenda the pro-government school folks are attempting to foist
off on America.

Likewise the anti-abortionists who use "pro-life".

As KDM (correctly) pointed out, George Orwell has been alive and well for
years now.

You mean just as the "anti-abortionists" call themselves "pro-life" while,
generally, advocating capital punishment and while not being pacifists?
So using the phrase "government schools" is perfectly fine.

Yah, there a lot of impotent folks around who do not have the ability to have
local policies changed. Admittedly, it does take a lot of work and most
people woiuld prefer to moan and cry on the Internet rather than actually do
anything.
Those who consider themselves impotent /are/ impotent.

Sure. As you can now see, George Orwell has been alive and well for years.
