Let's straighten out your errors first, then answer your question.
First, it's Congress that passes the spending bills, so you're going to have
to blame the Republicans and the Democrats in Congress for any "flushing
away" that might occur.
Second, the federal debt is at the same percentage of the GDP that it has
been for decades.
Third, it's spelled "Republicans" not "republicans".
As to your question, the way the increased federal spending (due in large
part to the massive education spending bill that the Republicans and
Democrats authorized) will be covered is by cutting the tax rate, which is
what Bush and the Republicans did months and months ago. Tax cuts cause
the economy to grow. In fact, the economy is now growing at the fastest
rate it has in 19 years, thanks to that GOP tax cut. With that growth in
the economy, the federal tax revenue increases.
